Town Board Minutes 10/2/19

TOWN BOARD MEETING                                     TOWN OFFICE, LIMERICK, N.Y.

 

 

PRESENT:    Roll call of Board Members:

Supv. Richard D. Lane, Councilmen Kenneth Bates, Ron Tepfenhart,

Richard Dodge, Albert Roberts, Supt. Roy Gilchrist, and Clerk June

McCartin.

 

GUEST:         Jeff Timerman

 

ABSENT:     No one

 

MINUTES:   Motion from Councilman Dodge to accept the Sept. minutes as

received and Councilman Bates seconded the motion.  Agreed.

 

FINANCIAL

STATEMENT: Motion from Councilman Tepfenhart to accept the August financial

statement as received and a second from Councilman Roberts.  Agreed.

 

PUBLIC HEARINGS:

  1. None

 

COMUNICATIONS:

Incoming:

  1. Received notice of name change from Charter Communications.

Time Warner Cable Northeast LLC changed its name to

Spectrum Northeast, LLC.

Outgoing:

  1. None

 

COMMITTEE REPORTS:

  1. Planning Board Minutes received.
  2. Ron’s monthly land use reports
  3. Copy of transfer site tonnage of refuse and recyclables
  4. Monthly dog report not available.

 

 

UNFINISHED BUSINESS.

  1. Received update for Water District #2.  Copy on file.

 

NEW BUSINESS:

  1. Received quote of $5009.92 to update three desk top computers

and one lap top computer with three printers. Councilman

Dodge motioned to accept the quote from Advanced Business

Systems and Councilman Bates seconded the quote with the

yearly service charge of $290.00.  Agreed

 

HIGHWAY SUPT.    Supt. Roy Gilchrist reports the culverts have been replaced  on

Star School House Road and Perch Lake Road.

The intersection near the Pillar Point Fire Hall has been paved

with a great job completed by our Highway Crew.  CR 12E to

Baldwin Road has been topped.

Supt. Gilchrist has quotes for GPS System – Verizon  $800 one

time fee for purchase of equipment and install of equipment with

monthly cost of approx.. $152.00.

Accugps quoted $840 one time fee with $165 per month.   Samsar

quoted $850 one time fee plus $168 per month.  Councilman

Roberts motioned to accept the low quote for the system and

Councilman Tepfenhart seconded the motion.  Agreed.

Councilman Tepfenhart motioned to purchase a used oil furnace

for $7600 with trade from Main Heating LLC, Black River, NY.

Councilman Dodge seconded the motion.  Agreed.

 

CLERK:                      Clerk report given for Sept. 2019.  Councilman Bates

motioned acceptance of the reports and Councilman Roberts

seconded the motion.  Agreed.

 

COUNCILMEN:        Nothing

 

TOWN SUPERVISOR:

  1.                   Oct. 22, 2019 meeting at Gen. Brown School to further discuss the

Black River Hydro vs Town of Brownville.

  1. 2020 tentative budget has been completed and reviewed by Board

Members and accepted.  Councilman Bates motioned to accept the

tentative budget and set a public hearing on the preliminary

budget at 7:00 PM on Nov. 5, 2019. Councilman Dodge seconded

the motion.  Agreed.

  1.                        Mark Kellar is interested in being town constable and town court

clerk to fill a vacancy.  Councilman Dodge motioned to accept

and Councilman Roberts seconded the motion.  Agreed.

  1.          Received letter from dog controller Amy Funk as she has taken a

part time position at school and will not be able to respond to calls

during this time and will need to find additional help for back up.

She requests two weekends off each month.

The Board takes note of this information for any future decisions.

 

FLOOR:                     No comments

 

WATER,

GENERAL AND

HIGHWAY BILLS:   Board Members reviewed the payables.  Councilman Tepfenhart

motioned to pay the General Bills ($20,132.37),  the Highway

bills ($115,183.24) and the water bills ($938.58).  Councilman

Dodge seconded the motion.  Agreed.

 

ADJOURNMENT:   Councilman Roberts motioned to adjourn at 7:21 PM and

Councilman Bates seconded the motion.  The next town board

meeting has been scheduled for 7:00 PM on Nov. 6 2019.
