Town Board Minutes 3/4/2020

TOWN BOARD MEETING                                      TOWN OFFICE, LIMERICK, N.Y.



PRESENT:    Roll call of Board Members:

Supv. Richard D. Lane, Councilmen Ron Tepfenhart, Albert Roberts, Jeff

Timerman, Supt. Roy Gilchrist, and Clerk June McCartin.


ABSENT:      Richard Dodge


GUEST:         Casey Dickinson and Christman Fuel Representative


MINUTES:   Motion from Councilman Timerman to accept the Feb. minutes as

received and Councilman Roberts seconded the motion.  Agreed.



STATEMENT:  Councilman Roberts motioned to accept the financial statement for Jan.

and Councilman Tepfenhart seconded the motion.  Agreed.




BIDS:              1.  The Clerk read the notice for propane bids for the Town.  One bid

received from Christman Fuel Service Inc. with fixed price delivery at

1.139 per gallon and variable price at 1.0647 per gallon with adder

.299.       No other bids received.


  1. Casey Dickinson read the notice to receive bids for tree removal for

Water District No. 2.  Bids opened were B and R Tree Removal,

$28,500 and Ryan Tree Service at $29,600.  No other bids received.

Motion by Ron Tepfenhart, seconded by Al Roberts authorizing the

award of Water District No. 2, Contract No. 4-tree removal to the

lowest responsible bidder contingent upon receipt of recommendations

to do so from the Towns Attorney and engineer, and from the funding

agencies; and contingent upon receipt of recommendations to do so

from the aforementioned firms and agencies. Ayes 3 and Nays 0.




  1. Received notice from Jefferson County Recycling that

mattresses and box springs need to be separate from all other

waste.  They may be taken to the County Transfer Station,

27138 NYS Rte. 12.

  1. Received copy of proposed solar power project at NYS Rte 12E

and Butts Road for information only.




  1. Notice given that a large solar project is being proposed by

Geronimo Energy which includes part of the Town of Lyme and

Brownville.  Awaiting further information.


  1. Letters from Atty. Russell were sent to residents in violation of

town code junk yard conditions.  Receiving notice were Nicki

Kogut #72.07-1-46 and Christopher Palmer #71.15-1-43 and

Candy Brozzo #72.17-1-24.  These properties are in violation of

Section 58-1 of Town Code.

  2. Ron’s monthly land use reports
  3.        Copy of transfer site tonnage of refuse and recyclables
  4. Monthly dog report unavailable



  1.                  The County proposal to swap CR 59 and Middle Road is tabled.
  2. No further contact regarding Glen Park Hydro.



  1. Propane Bid accepted from Christman Fuel Service Inc.


HIGHWAY SUPT.      Supt. Roy Gilchrist reports ongoing plowing of roads, repairs and

maintenance to summer equipment, Road patching and culvert



CLERK:                        Clerk report given for Feb. 2020.  Councilman Tepfenhart

motioned acceptance of the reports and Councilman Timereman

seconded the motion.  Agreed.


COUNCILMEN:          Nothing


TOWN SUPERVISOR: 1. Nothing further


FLOOR:                      No comments




HIGHWAY BILLS:   Board Members reviewed the payables.  Councilman Roberts

motioned to pay the General Bills ($22,143.42), the Highway

bills ($19,448.62) and the water bills ($373.58).  Councilman

Tepfenhart seconded the motion.  Agreed.




ADJOURNMENT:    Councilman Tepfenhart motioned to adjourn at 5:27 PM and

Councilman Roberts seconded the motion.  The next town board

meeting has been scheduled for 5:00 PM on Apr. 1, 2020.
