TOWN BOARD SEPT. 7, 2020 5:00 PM
PRESENT: Roll call of Board Members:
Supv. Richard D. Lane, Councilmen Ron Tepfenhart, Richard Dodge,
Albert Roberts, Jeff Timerman, Supt. Roy Gilchrist and Clerk June
ABSENT: No One
MINUTES: Motion from Councilman Dodge to accept the August minutes as
received and Councilman Timerman seconded the motion. Agreed.
STATEMENT: Councilman Tepfenhart motioned to accept the July financial reports
and Councilman Roberts seconded the motion. Agreed.
PUBLIC HEARINGS: None
Incoming: Received dog shelter inspection report from NYS Ag. And
Markets. No negative issues.
Outgoing: Copy of Water District #2 letter to property owners with
update of start of construction. Highlander currently
anticipates beginning construction this September and October
and being complete next spring. New Century Electric
anticipates beginning construction this Sept. and being
complete before the end of the year.

Councilman Dodge motioned for a resolution allowing the Supervisor
Richard D. Lane to sign the agreement between the Town and
DANC allowing DANC to integrate the new equipment the Town’s
project is installing in to the Village of Dexter’s tank with the Village’s
existing SCADA system. Councilman Tepfenhart seconded the motion.
Councilman Roberts motioned a resolution to establish a water district
known as the Town of Brownville Water District #2 with agreement to
draw from the Village of Dexter Water Distribution System. Councilman
Timerman seconded the motion with roll call vote: Supv. Lane – yes,
Councilman Timerman – yes, Councilman Roberts – yes, Councilman
Dodge – yes Councilman Tepfenhart – yes. Copy on file in Clerk’s
1.Received Teamsters proposal for a new agreement. Councilman
Tepfenhart motioned for Supv. Lane to counter offer their proposal and
Councilman Roberts seconded the motion. Agreed.
HIGHWAY SUPT. Supt. Gilchrist reports Weaver and Star School House Roads have
been resurfed. Ditching and tree trimming on CR 59 at Reeds Bay.
The water line has been completed in the Brownville Cemetery.
Supt. Gilchrist requests purchase of a plow for the pickup. Quotes
received from Western at $6175 and Fisher at $6225 including
installation for both. Supt. Gilchrist prefers the Fisher for
compatibility. Councilman Dodge motioned to purchase the Fisher
plow and Councilman Tepfenhart seconded the motion. Agreed.
CLERK: Clerk report given for Aug., 2020. Councilman Tepfenhart
motioned acceptance of the report and Councilman Roberts
seconded the motion. Agreed.
COUNCILMEN: Councilman Tepfenhart commented on the great job mowing the
side roads by the highway crew.
TOWN SUPERVISOR: 1. The 2021 budget process begins.
FLOOR: No comments
HIGHWAY BILLS: Board Members reviewed the payables. Councilman Tepfenhart
motioned to pay the General Bills ($14,547.80), the Highway
bills ($418,567.78) and the water bills ($126.13). Councilman
Timerman seconded the motion. Agreed.
ADJOURNMENT: Councilman Tepfenhart motioned to adjourn at 5:25 PM and
Councilman Dodge seconded the motion. The next town board
meeting has been scheduled for 5:00 PM on Oct. 7, 2020.
