TOWN BOARD OCTOBER 7, 2020 5:00 PM
PRESENT: Roll call of Board Members:
Supv. Richard D. Lane, Councilmen Ron Tepfenhart, Richard Dodge,
Albert Roberts, Jeff Timerman, Supt. Roy Gilchrist and Clerk June
McCartin.
ABSENT: No One
MINUTES: Motion from Councilman Dodge to accept the Sept. minutes as
received and Councilman Roberts seconded the motion. Agreed.
FINANCIAL
STATEMENT: Councilman Tepfenhart motioned to accept the Aug. and Sept. financial
reports and Councilman Dodge seconded the motion. Agreed.
PUBLIC HEARINGS: None
BIDS: None
COMMUNICATIONS:
Incoming: Received letter from Atty. Tristen J. Robinson representing
Dawn Willis requesting June Bell Swick remove a headstone
and foundation and other request regarding the burial of Mrs.
Swicks daughter on their lot in Brownville Cemetery.
No action taken by the Town Board at this time.

COMMITTEE REPORTS:
- Planning Board Minutes
- Ron’s monthly land use reports
- Copy of transfer site tonnage of refuse and recyclables
- Monthly dog report (unavailable)
UNFINISHED BUSINESS:
- Water District #2 update. Motion from Councilman Roberts for Supv.
Richard D. Lane to sign payment applications at the progress meetings
with BCA. Councilman Dodge seconded the motion. Agreed.
- A new proposal for the Teamsters Contract will be sent for
consideration.
- A court ticket for a barking dog citation in Brownville Court needs the
Town Atty. to be present. The ticket violation is for $25.00 fine while
Atty. fee will be considerably more. The Board with motion from
Councilman Tepfenhart voted to dismiss the charges and Councilman
Dodge seconded the motion. Agreed.
NEW BUSINESS:
- Accountant recommends transfer of $18,000 from General fund Sales
tax (5212 to building reserve (5204) and $50,000 from highway fund
5212) to machinery reserve (5238). Councilman Dodge motioned
approval to transfer the funds and Councilman Timerman seconded the
motion. Agreed.
- Councilman Roberts motioned to increase the price of a transfer permit
from $25.00 to $30.00 for year around residents and from $15.00 to
$20.00 for seasonal passes. Councilman Tepfenhart seconded the
Motion, effective Jan. 1, 2021. Agreed.
- After consideration Councilman Tepfenhart motioned to increase the
price for cemetery lot from $400.00 to $500.00 and adult interment
from $500.00 to $600.00 and child interment from $250.00 to $300.00.
Non lot owners will pay $300.00 for vault use, effective Jan. 1, 2021.
HIGHWAY SUPT. Supt. Gilchrist reports work consists of ditching on Weaver Road,
getting CR 59 ready for paving 10/19th, sign replacement on Perch
Lake and Reasoner Roads and tree trimming. Crew is preparing for
winter work.
CLERK: Clerk report for Sept. given and Councilman Tepfenhart
motioned acceptance of the report and Councilman Timerman
seconded the motion. Agreed.
COUNCILMEN: Nothing
TOWN SUPERVISOR: 1. The Board has reviewed the proposed 2021 budget and set a
hearing for 5:00PM on Nov. 4, 2021 with motion from Councilman
Tepfenhart and a second from Councilman Dodge. Agreed.
FLOOR: No comments
WATER,
GENERAL AND
HIGHWAY BILLS: Board Members reviewed the payables. Councilman Tepfenhart
motioned to pay the General Bills ($28,329.93), the Highway
bills ($23,427.05) and the water bills ($412.64). Councilman
Dodge seconded the motion. Agreed.
ADJOURNMENT: Councilman Tepfenhart motioned to adjourn at 5:28 PM and
Councilman Roberts seconded the motion. The next town board
meeting has been scheduled for 5:00 PM on Nov. 4, 2020.
