TOWN BOARD MINUTES 11/04/2020

TOWN BOARD                                                         NOV. 4, 2020   5:00 PM

 

PRESENT:    Roll call of Board Members:

Supv. Richard D. Lane, Councilmen Ron Tepfenhart, Richard Dodge,

Albert Roberts, Jeff Timerman, Supt. Roy Gilchrist and Clerk June

McCartin.

 

ABSENT:      No One

 

MINUTES:   Motion from Councilman Dodge to accept the Oct. minutes as

received and Councilman Roberts seconded the motion.  Agreed.

 

FINANCIAL

STATEMENT:  The financial statement is not available at this time.

 

PUBLIC HEARINGS:  Budget 2021 – 5:00PM

The legal notice for public hearing was read by the Clerk 5:02PM.  No one

was present to speak for or against the preliminary budget as presented.

The hearing closed at 5:04 PM.

 

BIDS:              None

 

COMMUNICATIONS:

Incoming:  1. Water District #2 update with work progressing as planned.

 

Outgoing:  1. The highway employees and the Town Board agreed with

the proposed teamsters contract. Councilman Dodge

motioned to accept the proposal as agreed upon and

Councilman Roberts seconded the motion.  Copy of agreed

contract will be forwarded to Teamster Local 687.

 

COMMITTEE REPORTS:

  1. Planning Board Minutes
  2. Ron’s monthly land use reports
  3.         Copy of transfer site tonnage of refuse and recyclables
  4. Monthly dog report (May through Sept.)

 

UNFINISHED BUSINESS:

  1. Councilman Tepfenhart motioned to adopt the 2021 proposed

preliminary budget as presented and Councilman Timerman seconded

the motion with all agreeing.

  1. Councilman Tepfenhart motion approval of the Justice court records as

audited by independent accounting for Bowers & Company.

Councilman Dodge seconded the motion.  All agreed.  The records were

through December 31, 2019 for Justice Kathy Quencer and Justice

Justin Brotherton.

 

NEW BUSINESS:

  1. Councilman Tepfenhart motioned for a public hearing at 5:00 pm on

December 4, 2020 to contract for Library services for the year 2021.

Councilman Roberts seconded the motion.  Agreed.

  1. Councilman Timerman motioned for a public hearing to contract with

Spectrum for Cable Service with a 15 year franchise. Councilman

Dodge seconded the motion.  Agreed.

  1. Councilman Roberts made a motion to give the Dexter Historical

Society one thousand dollars ($1000.00) to help fund The Last Station

project to raise funds for a new building located at the Historical

Society to house two vehicles, as well as other items from the fire

department collection illustrating the history of firefighting in the

Village of Dexter as well as the Town of Brownville. The vehicles are a

1929 Brockway Pumper and a 1865 Rumsey Hand Pumper.

Councilman Timerman seconded the motion.  Agreed.

  1. The Board Members discussed and agreed to replace the carpet in the

meeting room with vinyl plank flooring as motioned by Councilman

Tepfenhart and seconded by Councilman Dodge.  Agreed.

  1. Boy Scout Armondo Rafaele Orcesi has completed his Eagle Scout

Service Project “Stone Road Cemetery Restoration”.  He has replaced

the fence (back and 3 sides) and added a new black steel fence to the

front.  He has cleaned some of the headstones, raked the area and added

gravel to the walkway/entrance.  His project is very helpful and

beneficiary to the area creating a more appealing and beautiful

Cemetery.  Great Job Armondo.

 

HIGHWAY SUPT.  Supt. Gilchrist reports work completed on CR59 with paving and

shoulder replacement.  Plows are being readied for winter work.

Supt. Gilchrist has request for two new lawn mowers for the

Cemeteries.

Quote of $2990 each for JD without trade.  Councilman Dodge

motioned to accept the quote and purchase the two mowers.

Councilman Roberts seconded the motion.  Agreed.

                                                                             

CLERK:                    Clerk report for Oct.. given and Councilman Roberts   

motioned acceptance of the report and Councilman Tepfenhart

seconded the motion.       Agreed.

 

COUNCILMEN:      Nothing

 

TOWN SUPERVISOR: 1. Nothing

 

FLOOR:                      No comments

 

WATER,

GENERAL AND

HIGHWAY BILLS:   Board Members reviewed the payables.  Councilman Tepfenhart

motioned to pay the General Bills ($66,868.06), the Highway

bills ($57,085.11) and the water bills ($19,837.84).  Councilman

Roberts seconded the motion.  Agreed.

 

ADJOURNMENT:    Councilman Tepfenhart motioned to adjourn at 5:20 PM and

Councilman Timerman seconded the motion.  The next town board

meeting has been scheduled for 5:00 PM on Dec. 2, 2020.
