Town Board Minutes July 7, 2021

TOWN BOARD                                                         JULY 7, 2021, 5:00 PM


PRESENT:    Roll call of Board Members:

Supv. Richard D. Lane, Councilmen Ron Tepfenhart, Albert Roberts,

Richard Dodge, Jeff Timerman, Supt. Roy Gilchrist and Clerk June



ABSENT:      No One


MINUTES:   Motion from Councilman Dodge to accept the June minutes as

received and Councilman Tepfenhart seconded the motion.  Agreed.



STATEMENT:  Councilman Roberts motioned to accept the May financial report as

provided and Councilman Timerman seconded the motion.  Agreed.


PUBLIC HEARINGS:  The Clerk read the notice of public hearing scheduled for 5:05

  1.        This hearing is to receive comment on the consideration of a local law

to add to the code of the Town of Brownville services to its residents and

property owners located within the Town of Brownville Water District #2

and will establish concise rules and regulations.  About thirty residents were

present with many questions for the Board.  Casey Dickinson , BCA

engineer was present to answer some of the inquiries.

Resident Helene Cleveland had issue with wording in the proposed local

law.  To abandon well water lines was not acceptable to her.  Other

questions presented were for cost of meters or repairs, any relief for expense

of installing water line to home, could additional funding become available

and when will water be turned on, among others.   With all who wished to

speak being heard, the hearing closed at 6:15 PM.


BIDS:          None




Incoming:  1. Received annual report from Brownville-Glen Park Library.

Circulated 1945 books with 1248 attendance.

  1. Notice received the Thousand Islands Chapter of the Empire State

Society of the Sons of the American Revolution will dedicate the

William G. Pomeroy Foundation Patriot Burial Marker at the

Brownville Cemetery July 11, 2021 at 2:00 PM.

  1. Councilman Dodge motioned for minor change to proposed local law

#1 of 2021 Article IX  4 deleting (cut and abandon well line, remove

holding tanks, piping etc.) and replacing with (i.e. Separate well line,

holding tanks, piping, etc,.)  Councilman Timerman seconded the

motion with all agreeing.

  1. Councilman Dodge motioned to adopt Local Law #1 of 2021 with the

minor changes and Councilman Timerman seconded the motion.  All

voted in agreement.



  1.       Board has set fall cleanup days at the transfer site for August 21,

August 25 and August 28.

  1. WD #2 books will be audited July 13, 2021.
  2. Councilman Tepfenhart motioned for the Town of Brownville to opt out

of hosting retail cannabis dispensaries and on-site cannabis

consumptions within the Town of Brownville, subject to permissive

referendum. Councilman Roberts seconded the motion with all

agreeing.  Councilman Timerman motioned for a public hearing to be

held at 5:00 PM on August 4, 2021.  Councilman Dodge seconded the

motion.  Agreed.


HIGHWAY SUPT.  Supt. Gilchrist reports road work on Carr Road , Moffat Road and

shoulder work on CR 59 South.  Also road side mowing.


CLERK:                   Clerk report for June given.  Councilman Timerman motioned to

                                 accept report and Councilman Roberts seconded the motion. 



COUNCILMEN:      Nothing


TOWN SUPERVISOR: 1. Received notice of WD#2 update.




HIGHWAY BILLS:   Board Members reviewed the payables.  Councilman Tepfenhart

motioned to pay the General Bills ($56,453.88), the Highway

bills ($116,835.81) and the water bills ($108.32).  Councilman

Roberts seconded the motion.  Agreed.


ADJOURNMENT:    Councilman Tepfenhart motioned to adjourn at 6:35 PM and

Councilman Roberts seconded the motion.  The next town board
