Town Board Minutes 10/06/2021

PRESENT:    Roll call of Board Members:

Supv. Richard D. Lane, Councilmen Ron Tepfenhart, Albert Roberts,

Richard Dodge, Jeff Timerman, Supt. Roy Gilchrist and Clerk June

McCartin

ABSENT:      No One

 

MINUTES:   Motion from Councilman Dodge to accept the Sept. minutes as

received and Councilman Roberts seconded the motion.  Agreed.

 

FINANCIAL

STATEMENT:  Councilman Tepfenhart motioned to accept the financial report for

August and Sept, as provided and Councilman Timerman seconded the

motion.  Agreed.

PUBLIC HEARINGS:  None

 

BIDS:             None

 

COMMUNICATIONS:

 

Incoming:  1. Received letter from Ralph and Sue Johnson in regard to WD#2 and

damage to their home from water in the cellar after water line

construction with $3300.70 in damage. Board agrees this is a

problem for the contractor, not the Town.

 

Outgoing:  None

 

COMMITTEE REPORTS:

  1.                    Planning Board Minutes
  2. Ron’s monthly land use reports
  3.                       Copy of transfer site tonnage of refuse and recyclables
  4. Monthly dog report

 

UNFINISHED BUSINESS:

1.Tom Blitz wants meter pit moved to a different location. The Board

agrees this would be at his expense and up to the contractor.

NEW BUSINESS:

  1.       Letter from Eric Will, AES Clean Energy Solar Project, proposing to

provide $16,500 each year for program to support local initiatives

financially during the development period of the project. This would be

in addition to the PILOT payments.

  1. WD#2 testing to flush complete line.
  2. WD#@ audit 2020 completed with approval by State.
  3. Ambulance contract for 2022 will remain at $30,000.  Motion was

made by Councilman Tefenhart to accept the contract and seconded by

Councilman Roberts.

  1. Councilman Roberts motioned agreement for the dog control contract

for a two year term commencing Jan. 2, 2022 and ending Dec. 31, 2023.

Councilman Timerman seconded the motion.  Agreed.

 

HIGHWAY SUPT.  Supt. Gilchrist reports road work on CR 59, Stone Road and Weaver

Road.  Newly purchased escalator has been delivered.  Supt. Gilchrist

has price on a new John Deere 6110M Cab Tractor with Diamond

attachments at $193,430.35.  Councilman Dodge motioned to purchase

the tractor/mower and Councilman Timerman seconded the motion.

The current tractor/mower will be sold at International Auction.  Roy

also has quotes for a utility trailer at $36,000 (Rogers) $30,000 (Eager

Beaver).  Councilman Timerman motion to purchase the Rogers trailer

and Councilman Dodge seconded the motion.  Agreed.

 

Dump Truck #2 was totaled in an accident and the Board agreed to let

the truck go for the $29,200 insurance.  Motion made by Councilman

Tepfenhart with second from Councilman Roberts.  Agreed.

Roy suggested the purchase of a new dump truck for replacement.

The Board agreed to table any decision at this time.

 

CLERK:                   Clerk report for August given.  Councilman Timerman motioned to

                                 accept report and Councilman Roberts seconded the motion. 

                                 Agreed.  

                                 Councilman Dodge motioned for a negative declaration on the EAF

                                  for the local law #2of 2021 pursuant to Cannabis and Councilman

                                 Timerman seconded the motion.  Agreed. This was an oversight at

                                 the previous Board Meeting.  Motion was made by Councilman

                                 Tepfenhart to adopt Local Law #2 of 2021 to opt out of licensing

                                 and establishing retail cannabis dispensaries or onsite cannabis

                                 consumption establishments within the Town of Brownville. 

                                 Councilman Timerman seconded the motion and all agreed.

 

                                A request to the Town Board for a resolution to endorse the

                                submission of an application for a Farmland Implementation

                                Program Grant for Northrop Farm by Tug Hill Tomorrow Land

                                Trust.  Councilman Dodge motion for a resolution of support and

                                Councilman Roberts seconded the motion.  All agreed.

 

COUNCILMEN:    Councilman Dodge inquired about roadside mowing which is going

slow due to mower\tractor being down most of summer.

 

TOWN SUPERVISOR: 1. Councilman Tepfenhart motioned to accept Court Audit by

Bowers and Company.  Councilman  Timerman seconded the

motion.   All agreed.

 

  1. Councilman Dodge motioned to open a separate bank account

for the moneys from ARPA and Councilman Roberts

seconded the motion.

 

FLOOR:                      Mark Kellar was present and question arose as to reviewing Town

Code Book Rules and Regs to consider any changes.   This will be

a request to the Planning Board.

 

WATER,

GENERAL AND

HIGHWAY BILLS:   Board Members reviewed the payables.  Councilman Tepfenhart

motioned to pay the General Bills ($53,929.37), the Highway

bills ($76,272.80) and the water bills ($318.05).  Councilman

Roberts seconded the motion.  Agreed.

 

 

ADJOURNMENT:    Councilman Dodge motioned to adjourn at 5:43 PM and

Councilman Roberts seconded the motion.  The next town board

meeting has been scheduled for 5:00 PM on Nov. 3, 2021
