MINUTES:   Motion from Councilman Tepfenhart to accept the October minutes as

received and Councilman Roberts seconded the motion.  Agreed.



STATEMENT   Not available


PUBLIC HEARINGS:  2022 budget 5:00 PM

At 5:01 the clerk read the legal notice for public comment on the

proposed budget for 2022.  No one spoke for or against the budget.

Hearing closed at 5:03 PM.

  1. Residents on WD #2 are being hooked up for water usage.



  1.         After review of the preliminary budget for 2022 Councilman Tepfenhart

motion approval of the budget as presented and Councilman Dodge

seconded the motion.  All agreed.



HIGHWAY SUPT.  Supt. Gilchrist reports drainage and paving on CR 59.  Plow


equipment being installed for winter.  WD #2 hook ups are being



CLERK:                   Clerk report for October given.  Councilman Timerman motioned to

                                 accept report and Councilman Roberts seconded the motion. 


                                 Councilman Dodge motioned for a negative declaration on the EAF

                                  for the local law #2of 2021 pursuant to Cannabis and Councilman

                                 Timerman seconded the motion.  Agreed.  Motion was made by

                                 Councilman Tepfenhart to adopt Local Law #2 of 2021 to opt out of

                                 licensing and establishing retail cannabis dispensaries or onsite

                                 cannabis consumption establishments within the Town of Brownville. 

                                 Councilman Timerman seconded the motion and all agreed.


                                 Accountant requests transfer of fund $16,370.00 from 8187 Trust

                                 and Agency to General Fund 8195 and WD#1 8096 for $12,615.18

                                 to General Fund 8195.  Councilman Dodge motion agreement to

                                 transfer funds and Councilman Timerman seconded the motion. 



                                 Councilman Roberts motioned for a resolution to allow the Town of

                                 Brownville to utilize piggyback contracts.  The intent of this law is to

                                 allow the Town Board the option to award certain purchase

                                 contracts (including contracts for services) subject to competitive

                                 bidding under Section 103 of the General Municipal Law for the

                                 purposes of public purchases, utilize the provisions of General

                                Municipal Law Section 103 with regard to piggyback purchases off

                                other municipal contacts.  The Town of Brownville may piggyback

                                whenever allowed by law.  Councilman Dodge seconded the motion.

HIGHWAY BILLS:   Board Members reviewed the payables.  Councilman Tepfenhart

motioned to pay the General Bills ($28,517.67), the Highway

bills ($204,150.35) and the water bills ($22,241.91).  Councilman

Roberts seconded the motion.  Agreed.



ADJOURNMENT:    Councilman Dodge motioned to adjourn at 5:21 PM and

Councilman Roberts seconded the motion.  The next town board

meeting has been scheduled for 5:00 PM on Dec. 1, 2021
