MINUTES: Motion from Councilman Dodge to accept the September 2023 minutes as
received and Councilman Tepfenhart seconded the motion. Agreed.
FINANCIAL

PUBLIC
HEARING: No comment for Amended Zoning Laws.
BIDS: None
COMMUNICATIONS:
Incoming:
- Received letter from Daniel Moyer, Moyer Dog Pound Area,
Gouverneur, NY requested funds for upgrades to Dog Pound. Councilman
Dodge motioned to approve funds, with Councilman Timerman seconded the motion. Agreed.
- Received agreement from Town of Cape Vincent for 2-year contract for
Dog Control Officer to include towns of Clayton, Lyme. Councilman
Tepfenhart motioned to accept contract, with Councilman Dodge seconded the motion. Agreed.
COMMITTEE REPORTS:
- Ron’s monthly land use report for September
- Copy of transfer site tonnage of refuse and recyclables
- Monthly dog report for September
UNFINISHED BUSINESS:
- Casey Dickinson, BCA was present for update on WD #2 and the
Chlorine Booster Station.
- Teamsters contract meeting on October 10 at 10:00 AM for updates.
NEW BUSINESS: 1. Town’s accounting firm Bowers, has requested to do budget
modifications to four (4) accounts. Councilman Dodge motioned to
accept the adjustments with Councilman Timerman seconded the
motion. Agreed.
- Councilman Timerman motioned for resolution to approve amended
Zoning Laws, with Councilman Tepfenhart seconded the motion.
Agreed.
HIGHWAY SUPT: Drainage work on the Dexter Cemetery and all work on County
Rt. 59 are all complete. Councilman Dodge approved new hire,
Nathan Gilchrist for Highway Department with Councilman
Tepfenhart seconded the motion. Agreed.
CLERK: Councilman Tepfenhart motioned to accept the September 2023 clerk
report, with Councilman Timerman seconded the motion. Agreed.
COUNCILMEN: None
TOWN SUPERVISOR: 1. All unpaid water bills for WD #1 & WD #2 that are not paid
in full by October 31, 2023, will be added to their 2024 tax bills.
- Councilman Timerman motioned to hold budget hearing on
November 1, 2023, with Councilman Dodge seconded the
motion. Agreed.
- Councilman Dodge motioned to accept Local Law 2 of 2023,
with Councilman Tepfenhart seconded the motion. Agreed.
WATER,
GENERAL AND
HIGHWAY BILLS: Board Members reviewed the payables. Council member Dodge
motioned to pay the General Bills ($100,875.11), the Highway
bills ($17,704.52) Water bills WD #1 ($151.46), WD #2
($357.00). Council Member Timerman seconded the motion.
Agreed.
FLOOR: None
ADJOURNMENT: Councilman Tepfenhart motioned to adjourn at 5:37 PM and
Council member Dodge seconded the motion. The next Town Board meeting has been scheduled for 5:00 PM November 1, 2023.
