PRESENT: Roll call of Board Members:
Supv. Richard D. Lane, Councilman William Pickett, Councilman
Richard Dodge, Councilman Ron Tepfenhart, Councilman Jeff Timerman,
Highway Superintendent Roy Gilchrist, Town Clerk Deleha Decker

GUEST: Casey Dickinson, BCA and Gerry Kostyk

ABSENT: No One

MINUTES: Motion from Councilman Dodge to accept the January 2024 minutes as received and Councilman Timerman seconded the motion. Agreed.

FINANCIAL
STATEMENT: Councilman Tepfenhart motioned to accept the financial statement for January 2024 as received and Councilman Dodge seconded the motion. Agreed.

PUBLIC

COMMUNICATIONS:
Incoming: None

COMMITTEE REPORTS:
1. Ron’s January 2024 landuse report.
2. Copy of transfer site tonnage of refuse and recyclables
3. Monthly dog report not available

UNFINISHED BUSINESS:
1. Casey Dickinson, BCA was present for update on WD #2 and the Chlorine Booster Station. Ron Tepfenhart motioned to resolve budget modifications to the Water District No. 2’s capital project budget. Jeff Timerman seconded. Approved.
2. No response from Randy McAvoy concerning memorandum that was discussed at last meeting.

NEW BUSINESS: 1. Councilman Timerman motioned to resolve a lease agreement between the Town of Brownville and Verizon Wireless for parcel 72.00-1-61-61located on Moffatt Rd. contingent upon Planning Board approval. Councilman Dodge seconded the motion. Agreed.

2. Upon approval, Councilman Tepfenhart motioned to accept a permissive referendum. Councilman Dodge seconded the motion. Agreed.

HIGHWAY SUPT: Winter maintenance and straightening signs has been the primary focus for the month of January.

Councilman Dodge motioned to accept the purchase of a new pickup for the Highway Superintendent from Barnard Chevrolet. Councilman Timerman seconded the motion. Agreed.

Councilman Timerman motioned to accept the purchase of a used stainless steel dump box to replace a rotten steel dump box on one of the Town’s dump trucks. Councilman Pickett seconded the motion. Agreed.

CLERK: Councilman Timerman motioned to accept the January 2024 monthly clerk report. Councilman Dodge seconded the motion. Agreed.

Councilman Timerman motioned to accept the budget adjustments based on the December 2023 results. Councilman Dodge seconded the motion. Agreed.

COUNCILMEN: None.

TOWN SUPERVISOR: 1. Councilman Pickett motioned resolve vault clean-up and the discarding of valueless records that are beyond their retention date. Councilman Tepfenhart seconded the motion. Agreed.

WATER,
GENERAL AND
HIGHWAY BILLS: Board Members reviewed the payables. Council member Tepfenhart motioned to pay the General Bills ($22,522.46), the Highway bills ($46,321.22) Water bills WD #1 ($23,906.58), WD #2 ($2,335,913.35). Council Member Timerman seconded the motion. Agreed.

COURTESY OF
THE FLOOR: Councilman Dodge motioned to have Thomas Haynes and the team from the Development Authority of the North Country prepare an application for a $75,000 archives grant to be used for digitizing and preserving cemetery records.

ADJOURNMENT: Councilman Tepfenhart motioned to adjourn at 5:35 PM and Council member Dodge seconded the motion. The next Town Board meeting has been scheduled for 5:00 PM March 6, 2024.
