MINUTES
PRESENT: Roll call of Board Members:
Supv. Richard D. Lane, Councilman Jeff Timerman, Councilman Richard Dodge, Highway
Superintendent Roy Gilchrist and Town Clerk Novina Green
GUEST: BCA Engineer Casey Dickinson
ABSENT: Councilman Ron Tepfenhart and Councilman Bill Picket
PUBLIC HEARING: None
MINUTES: Motion from Councilman Timerman to accept the June 2025 clerk minutes as received
and Councilman Dodge seconded. Agreed
FINANCIAL STATEMENT: None
COMMITTEE REPORTS:
- Copy of transfer site tonnage of refuse and recyclables
- Clerk Monthly Financial Report June 2025
- Planning Board Minutes for June 2025
UNFINISHED BUSINESS:
- BCA Engineer Casey Dickinson provided an update to the Board. Contractor was able to modify the setting on the control panel so that when a power failure occurs, the system will reset to the Town’s preferred settings which would reduce the need to visit the CBS following a power outage. Highway Superintendent Roy Gilchrist was present at the time to verify the work, and it proved to be successful and working accurately. Casey stated that now that the construction of the CBS is complete, final payment is due and BCA’s contract with the Town can be closed out. BCA has prepared a final closeout amendment and provided copies to the Town. Councilman Timerman motioned for a final payment of $13,300.00 seconded by Councilman Dodge. Agreed Councilman Dodge motioned for a resolution to sign the final Amendment seconded by Councilman Timerman. Agreed
NEW BUSINESS: None
HIGHWAY SUPT:
- Highway Superintendent Roy Gilchrist provided an update for the Board. Highway guys have been trimming trees and replacing signs. They have also been reprofiling Stone Road and Morris Tract Road. Some of the Highway guys have been dispatched to assist Cape Vincent and assist DANC with the line clean up.
CLERK: 1. Motion from Councilman Timerman to accept the clerk financial report for
May 2025 as received, and Councilman Dodge seconded the motion. Agreed.
COMMUNICATIONS:
INCOMING:
1.Letter was received from Assemblymember Scott Gray regarding a presentation on Advanced Nuclear 101.
2.Town received a letter from NYS Agriculture and Markets for an updated Inspection Report that was completed on 06/10/25 for Moyer Dog Pound. Report was noted as Satisfactory.
COUNCILMEN: None
TOWN SUPERVISOR: None
WATER,
GENERAL AND
HIGHWAY BILLS: Board Members reviewed the payables. Councilman Timerman motioned to
pay the General Bills ($39,262.07) the Highway bills ($54,941.18)) Water bills WD
#1 ($1,438.98) WD #2 ($13,346.59 Councilman Dodge seconded the motion. Agreed.

ADJOURNMENT: Councilman Dodge motioned to adjourn at 5:30 PM and Councilman
Timerman seconded the motion. The next Town Board meeting has been scheduled
for 5:00 PM August 8hth, 2025.
