MINUTES
PRESENT: Roll call of Board Members: Supv. Richard D. Lane, Councilman Jeff Timerman, Councilman Ron Tepfenhart,
Councilman Bill Picket, Councilman Richard Dodge, Highway Superintendent Roy Gilchrist and Town Clerk Novina Green
GUEST: Michael Dixon and Boy Scouts Members Ethan and Devon Riyon

HEARING: Spectrum Northeast, LLC Cable/Television Renewal Agreement – The hearing opened at
5:00PM and with no questions or comments for or against the Agreement, the hearing
closed at 5:05PM.
MINUTES: Motion from Councilman Tepfenhart to accept the May 2025 clerk minutes as received
and Councilman Timerman seconded apart from the Town Clerk correcting a typing error
under water, general and highway bills. Agreed

UNFINISHED BUSINESS:
- Booster Station – No update was provided
NEW BUSINESS: Spectrum Cable/Television Renewal Agreement – After further review, Councilman
Timerman motioned for a resolution to accept the renewal agreement for Charter’s cable
Television franchise for fifteen (15) years and Councilman Dodge seconded the motion.
Agreed.
HIGHWAY SUPT:
- Highway Superintendent Roy Gilchrist updated the board members with a monthly report for the Highway. They replaced culverts on Star Rd as well as grass seeding the Cleveland property. Highway Supt mentioned the Dexter Duck Run committee is requesting to use the Town’s loader to dump the ducks at the Dexter bridge. Request was approved.
- Data Collection Services – Councilman Dodge motioned to have Data Collection Services to begin on the Town’s sign inventory seconded by Councilman Timerman. Agreed
CLERK: 1. Motion from Councilman Timerman to accept the clerk financial report for
May 2025 as received, and Councilman Tepfenhart seconded the motion. Agreed.

INCOMING:
- Letter was received from Brownville-Glen Park library with an update from 2024 for the Town’s review. Total attendance reached was 3,252 visitors, fulfilled 579 special book requests through interlibrary loans and facilitated the loan of 858 books to other libraries.
- Letter from Dr. David Chico from NYS Agriculture and Markets with a municipal shelter inspection report completed on 04/23/2025 for Moyer dog shelter.
- 2025 Equalization Rate from NYS Department of Taxation and Finance was reviewed. In 2024 Town of Brownville’s rate was 80.00 and for 2025 it is 78.00.

TOWN SUPERVISOR: None
WATER,
GENERAL AND
HIGHWAY BILLS: Board Members reviewed the payables. Councilman Tepfenhart motioned to
pay the General Bills ($28,300.23 the Highway bills ($21,768.97) Water bills WD
#1 ($32.09) WD #2 ($870.54). Councilman Dodge seconded the motion. Agreed.
