MEETING MINUTES
PRESENT: Roll call of Board Members: Supv Richard D. Lane, Councilman Jeff Timerman, Councilman Bill Pickett, Councilman Howard Ganter, Highway Superintendent Roy Gilchrist and Town Clerk Novina Green
GUEST: None
ABSENT: Councilman Richard Dodge
MINUTES: Motion from Councilman Ganter to accept the March 2026 clerk minutes as received and Councilman Timerman seconded the motion. Agreed
FINANCIAL STATEMENT: Councilman Timerman motioned to accept the February 2026 financial report seconded by Councilman Ganter. Agreed
COMMITTEE REPORTS:
- Copy of transfer site tonnage of refuse and recyclables
- Clerk Monthly Financial Report for March 2026
UNFINISHED BUSINESS:
- Resolution for WD#2 subdivision – board members agreed to table until further updates are made.
NEW BUSINESS:
- Town of Brownville Cemeteries – Cemetery Clerk Gerry Kostyk provided the board members through email to propose an increase on rates and charges for the cemetery as well as an updated rules and regulations. After further review, Councilman Timerman motioned to approve new rates and charges as well as the updated rules and regulations seconded by Councilman Ganter. Agreed Councilman Timerman mentioned for Town Clerk to post information on town website.
HIGHWAY SUPT:
- Highway Supt Roy Gilchrist provided the board members with an update – they have finished servicing summer equipment, patching holes on roads, and removing plows from trucks. Roy proposed to the board members on replacing the 2004 water truck. Roy stated that the Town of Pamelia has a 2020 Chevy up for bid with 60K miles up for bid which was also used for plowing. Board members agreed for Roy to look into purchasing a new one because it is likely that the 2020 Chevy that is up for bid may have underlying mechanical issues.
CLERK:
1.Motion from Councilman Timerman to accept the March 2026 clerk financial report as received and Councilman Ganter seconded the motion. Agreed
COMMUNICATIONS:
Incoming
- Playground in Breezy Knoll – Letter was received from Alex Morgia inquiring if the Town would be interested in filling out an application with him for a grant through Governor Hochul’s NY PLAYS Initiative to fund public playground construction.
- Letter received from ION Battery Storage regarding a seminar
- Dexter/Brownville/Glen Park Village Pick N Go – letter to Town of Brownville from Jefferson County Recycling regarding Pick N Go in the village discarding recyclables into solid waste. This is cause for concern as it is adding to tonnage that the Town of Brownville is paying. Board agreed to send a letter out to the Villages that the Town may transfer tonnage to the Village for them to be responsible for moving forward. Question was asked about all 3 Villages doing a joint purchase on a garbage truck. Councilman Pickett stated that he made a proposal to both Villages. Councilman Ganter suggested to table until more information is gathered. Agreed.
Outgoing:
- Response letter to Village of Brownville was reviewed before mailing out
COUNCILMEN: None.
TOWN SUPERVISOR: Equalization Rate for the Town went down to 68.25, last year was at 76.
WATER,
GENERAL AND
HIGHWAY BILLS: Board members reviewed the payables. Councilman Ganter motioned to pay the General Bills ($23,187.64), the Highway Bills ($49,258.47) Water Bills WD # 1 ($880.99) WD # 2 ($219.99) Councilman Timerman seconded the motion. Agreed

ADJOURNMENT: Councilman Timerman motioned to adjourn at 5:30 PM and Councilman Ganter seconded the motion. the next town Board meeting has been scheduled for 5:00PM May 6th 2026.
