HEARING: 2026 Budget 5:00PM
At 5:03 PM the Town Clerk read the legal notice for public comments on the proposed
Budget for 2026 and with no comments for or against the budget, the hearing closed at
5:06PM
MINUTES: Motion from Councilman Tepfenhart to accept the October 2025 clerk minutes as
received and Councilman Timerman seconded the motion. Agreed.
FINANCIAL
STATEMENT: Councilman Timmerman motioned to accept the financial statement
for September 2025 as received and Councilman Tepfenhart seconded
the motion. Agreed.
COMMITTEE REPORTS:
- Copy of transfer site tonnage of refuse and recyclables
- Clerk Monthly Financial Report for October 2025
UNFINISHED BUSINESS:
Solar on Earth – Representative Scott Fitzgerald will be at the December 2025 meeting to further discuss what the program is.
NEW BUSINESS:
- Councilman Tepfenhart motioned for a resolution to accept the 2026 budget and Councilman Timerman seconded the motion. Agreed
- Councilman Timerman motioned for a resolution for Retention and Disposition of NY local government records seconded by Councilman Tepfenhart. Agreed
HIGHWAY SUPT: Highway Superintendent Roy Gilchrist updated the board members. Surface treated CR 92 and did some work on CR 59, and installed
plowing equipment on trucks. Highway Super also mentioned a new hire for highway department to start on 11/17/25 and have received
new dump truck.
CLERK: Motion from Councilman Timmerman to accept the October 2025 clerk financial report
as received and Councilman Tepfenhart seconded the motion. Agreed.
COMMUNI CATIONS: Incoming
- Letter was received from Edward Brown regarding biosolids.
- Notice from Jefferson County Recycling and Waste Management regarding the approved increase in fees for 2026.
- Letter from NYS DOT was received in office regarding the request for a speed reduction on CR 59. States that based on the results of the study, no change to the existing 35 MPH speed limit is warranted.
Outgoing
- Letter to Jefferson County Code Enforcement regarding unsafe structure law
COUNCILMEN: None.
TOWN SUPERVISOR: Due to the increase of fee’s for Jefferson County Recycling, transfer site permits will increase from $35.00 to $40.00 for residents and
$25.00 to $30.00 for Seasonal residents. Councilman Pickett motioned to approve the raise seconded by Councilman Timerman. Agreed
WATER,
GENERAL AND
HIGHWAY BILLS: Board Members reviewed the payables. Councilman Timmerman motioned to
pay the General Bills ($30,921.87), the Highway bills ($111,251.91) Water bills WD
#1 ($32,967.14), WD #2 ($13,452.28). Council Member Tepfenhart seconded the motion. Agreed.

ADJOURNMENT: Councilman Tepfenhart motioned to adjourn at 5:20 PM and Council member
Timmerman seconded the motion. The next Town Board meeting has been scheduled
for 5:00 PM December 3rd, 2025.
