PRESENT: Roll call of Board Members:
Supv. Richard D. Lane, Councilman Richard Dodge, Councilman Ron Tepfenhart,

MINUTES:
Motion from Councilman Dodge to accept the July 2025 clerk minutes as received
and Councilman Tepfenhart seconded. Agreed
FINANCIAL
STATEMENT: June and July 2025
COMMITTEE REPORTS:
- Copy of transfer site tonnage of refuse and recyclables
- Clerk Monthly Financial Report July 2025
- Planning Board Minutes for July and August 2025
- Tom Charlton (ZEO) monthly report July 2025
UNFINISHED BUSINESS: None
NEW BUSINESS:
- Due to increase charge on the fixed rate to the Town, DANC will increase to $10.00 per quarter effective 3rd quarter billing. Councilman Tepfenhart motioned to accept the increase seconded by Councilman Dodge. Agreed
- Hiring for a zoning officer. Our current zoning officer Tom Charlton will be leaving the Town soon.
HIGHWAY SUPT:
- Highway Superintendent Roy Gilchrist provided an update for the Board. Highway guys worked on replacing culvert pipes on County Route 59 and doing some ditch work. Getting Stone Rd and Morris Trac Rd ready for paving next month. Councilman Dodge thanked Roy for fixing bumps on roads as well as filling the cracks.
CLERK:
1. Motion from Councilman Tepfenhart to accept the clerk financial report for
July 2025 as received, and Councilman Dodge seconded the motion. Agreed.
COMMUNI
CATIONS:
INCOMING:
- Town received a letter from NYS Agriculture and Markets for an updated Inspection Report that was completed on 06/27/25 for Moyer Dog Pound. Report was noted as Satisfactory.
- Town received letter from Charles Voss representing the Office of Renewable Energy Siting and Electric Transmission (ORES) considering a proposal to the Town for Solar.
COUNCILMEN: None
TOWN SUPERVISOR:
1.Motion was made by Councilman Dodge to reappoint Rebecca Trudell as Town Of Brownville Assessor for a 6 year term to begin 10/1/2025 to
09/30/2031 Seconded by Councilman Tepfenhart. Agreed
- Motion was made by Councilman Tepfenhart to adopt a resolution for the 2025 Jefferson County Hazard Mitigation Plan and Councilman Dodge seconded. Agreed
WATER,
GENERAL AND
HIGHWAY BILLS: Board Members reviewed the payables. Councilman Tepfenhart motioned to pay the General Bills ($30,103.93 the Highway bills
($51,571.46) Water bills WD #1 ($25,422.66) WD #2 ($47,500.86 Councilman Dodge seconded the motion. Agreed

THE FLOOR:
Historian John Stano updated the board with the work he has been doing for the Town as well the upcoming Historical Society meeting that he will be attending. Resident Randy McAvoy had some questions for the Board on utilizing a right of way. Supervisor Lane stated that he will contact the attorney for information and send it to him. He also expressed his concerns on sheds and campers.
ADJOURNMENT: Councilman Dodge motioned to adjourn at 5:30 PM and Councilman Tepfenhart seconded the motion. The next Town Board meeting has been scheduled for 5:00 PM August 8hth, 2025.
