PUBLIC HEARING

 

PRESENT:   Roll call of Board Members:

Supv. Richard D. Lane, Councilman Jeff Timerman, Councilman Ron Tepfenhart,

Highway Superintendent Roy Gilchrist, Town Clerk Novina Green

GUEST:       BCA Engineer Casey Dickinson, Village of Brownville Board Member Michael Walrath

 

ABSENT:     Councilman Richard Dodge, Councilman Bill Pickett

 

PUBLIC

HEARING: 2025 Budget 5:00PM

At 5:02 PM the Town Clerk read the legal notice for public comments on the proposed

Budget for 2025 and with no comments for or against the budget, the hearing closed at

5:04PM

 

2025 Library Contracts 5:05PM

At 5:06 PM the Town Clerk read the legal notice for public comments for contracting

With Brownville/Glen Park Library and Dexter Library for services provided for the

Town of Brownville for the year 2025. With no comments for or against the contracts,

The hearing closed at 5:08PM.

 

 

MINUTES:

Motion from Councilman Timmerman to accept the October 2024 clerk minutes as received and Councilman Tepfenhart seconded the motion. Agreed.

 

FINANCIAL STATEMENT:

Councilman Timmerman motioned to accept the financial statement  for October 2024 as received and Councilman Tepfenhart seconded the motion.  Agreed.

 

COMMITTEE REPORTS:

  1. Ron’s October 2024 landuse report
  2. Copy of transfer site tonnage of refuse and recyclables
  3. Clerk Monthly Financial Report October 2024

 

UNFINISHED BUSINESS:

BCA Engineer Casey Dickinson presented the board with an update on WD2 chlorine booster station. There is still an issue with the injection pump, and that Koester Associates will be onsite 11/14 to amend the issue. Casey also presented the board members with Amendment No. 9 (owner-engineer agreement). Councilman Tepfenhart motioned to approve Amendment no 9 and Councilman Timmerman seconded. Agreed

 

NEW BUSINESS:

1.Councilman Timmerman motioned for a resolution to accept the 2025 budget and Councilman Tepfenhart seconded the motion. Agreed

2. Councilman Tepfenhart motioned for a resolution to approve the Library contracts for the Village of Brownville/Glen Park and for the Village of Dexter. Councilman Timmerman Seconded the motion. Agreed

 

HIGHWAY SUPT:

Highway Superintendent Roy Gilchrist updated the board members. New roof has been completed along with the paving on Stone Road and Middle Road. The installation of a new heater has also been completed. They are currently getting winter equipment ready.

 

CLERK:

Motion from Councilman Timmerman to accept the October 2024 clerk financial report for October 2024 as received and Councilman Tepfenhart seconded the motion. Agreed.

COMMUNICATIONS:

New York State Dept of Labor requested from the Town of Brownville the prevailing wage case number with all bidding and contract documents, along with certified payroll for the recent roof project executed at the Town barn by Premier Roof Inc.

The Town received notice that at the County General Services Committee Meeting on 10/15/2024, a resolution was passed to increase the tonnage for Jefferson County Refuse and Recycle from $84.00 to $90.00 per ton and effective January 01, 2025, the municipal recyclable pick up fee will increase from $75.00 to $100.00 per pick up.

 

COUNCILMEN:        None.

 

TOWN SUPERVISOR: Supervisor Richard Lane presented the board members the 2025 ambulance

Contract from Guilfoyle. Councilman Tepfenhart motioned to accept the 2025 Guilfoyle Ambulance contract for $40,000.00 and Councilman Timmerman seconded the motion. Agreed.

 

WATER,GENERAL AND HIGHWAY BILLS:

Board Members reviewed the payables. Councilman Timmerman motioned to pay the General Bills ($43,704.75), the Highway bills ($316,680.28) Water bills WD #1 ($28,638.60), WD #2 ($6,887.29). Council Member Tepfenhart seconded the motion. Agreed.

 

COURTESY OF THE FLOOR:

Village of Brownville board member Michael Walrath had questions regarding the Town tax collector.

 

ADJOURNMENT:    Councilman Tepfenhart motioned to adjourn at 5:33 PM and Council member Timmerman seconded the motion. The next Town Board meeting has been scheduled for 5:00 PM November 6, 2024.
